Where MM held Progress as a singular monolithic pull-motor — legitimized by the state through mass-modernization rituals (public education, central planning, nationalism, international development aid) — this LM machine encodes the public deliberative spaces where progress-arguments are contested, evidenced, and provisionally accepted across pluralistic factions at national or supranational scale. The STRUCTURAL DISTINCTION from machine:argument-of-progress-collective-class (the collective-action / community-of-practice form, also on disk): that card operates as a smaller, embedded, bioregionally grounded deliberative circle — a community holding its own progress proposition. THIS card operates at the CONSTITUTED PUBLIC scale: a formally convened or organically emergent public sphere institution — sortition-selected citizens' assemblies operating under constitutional mandate, large-scale deliberative polls binding on parliamentary committees, wiki-style argument-as-procedure accumulating 700M talk-page edits, consensus-mapping platforms (Polis/vTaiwan) processing civic policy at national scale. The defining characteristic: the PUBLIC as both jury and arbiter, not a single community of practice. Legitimacy is derived from representativeness (random selection), procedural fairness (structured evidence-presentation, facilitated small-group deliberation, iterated feedback), and discursive openness (results published, minority views recorded). WAVE-0 FRAME: MM fiat_progress_credibility decayed from ~0.85 peak (1800-1950) to ~0.05 by 2025 because Progress-as-singular-teleology could no longer be operated with a straight face (Rao, DM II). The procedure IS the ritual; no single editor has final authority; the "neutral point of view" policy as a constituted discursive norm.
