Class card for collective and community-of-practice forms that treat "progress" not as a singular global teleology (MM Fiat Progress logic) but as a locally-negotiated, contested, plural proposition — an argument OF progress, argued from and toward specific bioregional, cultural, and communal criteria. Canonical instances: deliberative municipal foresight assemblies (participatory technology-assessment boards, citizens' assemblies on infrastructure/AI), civic juries on technology adoption (Irish Citizens' Assembly model applied to digital and climate infrastructure), capture-aware sociotechnical design collectives (participatory design labs, tech-crit co-ops, platform cooperativism assemblies), and community-scale regenerative development councils that hold their own "progress proposition" and validate it against lived bioregional and cultural criteria. Wave-6 inverter logic (§1.2(b)): MM fiat_progress_credibility decayed from ~0.85 peak (1800-1950) to ~0.05 by 2025 because Progress as monolithic pull-motor failed — it could no longer be "operated with a straight face" (Rao, DM II).
